Legal Update: Notification No. 1356/25 CDC on e-Signature and e-Stamp for Digital Documents in cdclPM System

The Council for the Development of Cambodia ("CDC") published Notification No. 1356/25 CDC ("Notification") on July 18, 2025, announcing the formal adoption of electronic signatures (also known as "e-Signature") and electronic stamps (also known as "e-Stamp") via the Cambodia Investment Project Management System ("cdcIPM"). The objective is to simplify the investment procedure for investors in Cambodia and streamline the registration process for Qualified Investment Projects by cutting down on paperwork.
The cdcIPM system will now incorporate electronic signatures and electronic stamps into all digital format documents for official validation.

Verification via QR Code: To ensure the legitimacy of each document, a QR code pointing to the national government domain ".gov.kh" will be included.
Legal Validity: In line with Cambodian law, digital papers will be just as legally binding as original paper documents as of the day of signing.

Commentary

Sub-Decree No. 246 on Digital Signatures (2017) ("Sub-Decree No. 246") and the Law on Electronic Commerce (2019) jointly created the legal framework for the use of digital signatures, e-signatures, and electronic records in the public and private sectors, marking the beginning of Cambodia's digital transformation. Since then, e-signatures and electronic documents have emerged as a key component of the Pentagon Strategy – Phase 1, which seeks to improve investor confidence and modernize public services.
