Legal update: Launch of the Digital Registration System for Associations and Local NGOS

The Kingdom of Cambodia's Ministry of Interior ("MOI") publicly introduced its Digital Registration System for Associations and Local Non-Governmental Organizations ("NGOs") on July 16, 2025. This program is a major step toward modernizing Cambodia's administrative framework for civil society organizations and was created as part of the Ministry's 2024–2028 Strategic Plan for Enhancing Territorial Administration, National Security, Public Order, and Social Safety.
Established in accordance with Prakas No. 8277 BRK, dated July 16, 2025, this online registration system seeks to improve public service delivery by streamlining registration processes and providing a more accessible, transparent, and accountable platform. The government's larger initiatives to advance governance reforms and encourage the use of digital tools in public administration are in line with this digital revolution.

Although conventional paper-based submissions are still theoretically possible, the online platform is currently the predominant way that people register. In the medium term, the government has indicated that it intends to completely switch to electronic filings and digital compliance monitoring.
The Digital Registration System is a significant step in the direction of effective and open governance. During the launch, responsive enhancements, data security, and accessibility will all be critical to its success. In order to finish the digital transition, we also anticipate future improvements, such as allowing online association and non-governmental organization restructuring and dissolution and integrating the system with CamDx to expedite registration through a single portal with other important authorities, such as the Tax and Labor Authorities.
