On January 28, 2026, the Non-Bank Financial Services Authority enacted Prakas No. 012, which defines the regulations for licensed trust companies and operators wishing to open branches in Cambodia. According to this new regulation, a branch lacks independent legal status and functions solely under the parent company's existing trust license. As a result, the branch’s legal standing is directly dependent on the parent company maintaining a valid license. This measure aligns with the Royal Government of Cambodia’s strategy to tighten supervision of the trust industry while offering clearer procedural guidelines for businesses pursuing domestic expansion.
