On 27 October 2023, the Telecommunication Regulator of Cambodia (“TRC”) issued a notification concerning the illegal import, supply, and distribution of telecommunication equipment.

To promote fair competition and protect consumers, TRC would like to inform the public and companies as mentioned above to cease:

1. Import, supply and distribution of telecommunication equipment without certificate(s) accredited as the qualified agent from the TRC;
2. Import, supply and distribution of telecommunication equipment without certificate(s) of TA and import permit from the TRC; and
3. Import, supply and distribution of telecommunication equipment different from the target market set by the Vendors.

Penalties

Failure to comply with the provisions of the Law on Telecommunications result in:

• Shall be sentenced to imprisonment from 6 days to 1 month and fined from 1 million riels to 5 million riels for business operations relating to import, supply and distribution of telecommunication equipment without permit and certificate from TRC (Article 89);
• Legal entities shall be fined from 10 million riels to 50 million riels with one or more additional penalties as stated in Article 168 of the Criminal Code (Article 90);
• Seize illegal telecommunication equipment; and
• Other penalties.
