Legal Update: Applying for Import Permit & Agent Certificate on Telecom Equipment via New Online Portal

The Telecommunication Regulators of Cambodia ("TRC") released a notification on 24 April 2024 regarding the use of an online system for applying for import permits for radio communication equipment and telecommunication equipment, as well as for applying for a certificate of qualified agent for importing, supplying, and distributing such equipment. Now, permits and certificates can be submitted using TRC's newly launched online portal at https://service.trc.gov.kh. This digital platform is specifically created to streamline and accelerate the application process.

It is important to mention that, in order to lawfully import, supply, and distribute telecom equipment in Cambodia, one must receive the following documents from the TRC, as stated in Article 15 and 16 of the Law of Telecommunication:

The required documents include a certificate of qualification for the agent, an import permission, and/or a certificate of type approval.

According to the current laws and regulations, violating any of these requirements will result in a penalty ranging from 1 to 5 million riels. For legal entities, the penalties that apply are in the range of 10 to 50 million riels. Additionally, illicit equipment may be seized, and other criminal penalties, as previously mentioned in the TRC's Notification from late 2023, may also be imposed.
