Ministry of Labor and Vocational Training has issued an Instruction No. 110/23 dated 28 December 2023 on Work Permits for Foreign Employers ( “Instruction”).

This Instruction requires employer to comply as follows:

1. Foreign employer having his/her name under Patent Tax Certificate shall have Foreign Work Permit which can be requested via website: www.fwcms.mlvt.gov.kh by attached the following documents:
i. Valid passport;
ii. Latest Patent Tax Certificate;
iii. Certificate of Physical Examination; and
iv. Front picture with the size of 4 * 6.

2. Foreign employee having his/her name under Patent Tax Certificate or being self-employed shall have foreign work permit.

However, foreigners who are shareholders or members of board of directors but have no stay permit in Cambodia are not required to have foreign work permits.
